I'm still about 8 pages behind, but I actually know quite a few people who planned to vote this way this year. The Democrats voted Biden because he's theirs, but Republican everywhere else as a "fuck you" to the Dems for the riots. The Republicans I know who did this, did it because they're sick of Trump, but they don't actually want Biden to be able to do anything other than get the Orange Man out, so they stuck with R the rest of the ticket. That's just a handful of people, but if something like that were to occur on a larger scale, that might explain some of the mismatching.

They reported on the Officer Tatum with Charlie Kirk livestream that apparently some ballots have been found that were marked just for Joe Biden and no votes at all for the downballot races. So basically one mark on the whole ballot is what they are alleging.
In a place like D.C. there is probably duplicitous people going both ways. Someone probably informed the administration that some bullshit was going to go down.
