Thus fascist state would accept anyone from any group as citizen as long as they acknowledge the state and its power as opposed to national socialism where non germans couldn't simply become citizens just because they bowed their head to the state.

Not really. While Fascist philosophers often point to the Roman Empire as an ideal society and it did reach far and wide as an empire, it still had a racial consciousness. Fascism at its core is still nationalist in nature, Mussolini wasn't interested in importing millions of Africans and just exporting a vague political theory worldwide.
