If Biden claims victory, half the country will treat him as an illegitimate usurper, and half of his own party will want to see his head on a pike because he's not Bernie. It takes alot more time to fill in down ballot when you are rushing to get your "just found this box full of ballots" in before the deadlines.

As I understand it, the main vector for American voting fraud involves inserting additional physical ballots in the pool. For the purposes of this post, let’s assume without evidence that an unnamed American national party is going to manufacture many fraudulent ballots.
Now, the logistics of creating such ballots are interesting. In order to reasonably survive a recount or audit, they need to look and feel like real ballots. Real ballots are filled in by hand using a ball-point pen, therefore the fraudulent ballots need to be filled in by hand too. There are no machines that can efficiently and authentically print unique handwriting with a ball-point pen, so you need humans to do it. Humans aren’t always perfectly loyal, so you need trustworthy people. You can’t scale this operation to quickly get as many workers as you need with Fiverr or something.
There’s a real logistical bottleneck in there: Trustworthy human workers. Now, I believe American parties have no shortage of candidates that prove fanatically trustworthy. But they have to be vetted and induced to their task well ahead of time. All on payroll, so they have good reason to remain loyal. So you have to plan ahead and allocate enough workers to be able to produce enough fraudulent ballots before deadline. And pay all of them for all that time it takes to make sure you can trust them. The costs add up real quick, so you don’t want to overstaff.
Essentially, this means they need a good estimate to how many fraudulent ballots they need well before the Election Day. What if their estimate is wrong, and they learn it all too late? They’ll have to make the workers work quicker. That’s not possible, but it is possible to reduce the work needed for each ballot. Therefore filling in just the part they most care about. By this reasoning, time pressure can explain a voting fraud operation choosing to ignore down-ballot races.
