It's very limited what they can be used for as evidence. They're generally considered hearsay and inadmissible because they're an out of court statement used to prove the matter asserted in the affidavit. But they can be used as evidence for other non-hearsay purposes, like that a witness previously made a different statement than he is now making, or any of the many, many other exceptions (which are not worth an autistic 20 page dissertation here).

I do know the Pennsylvania shenanigans look like there could be something there. But some of these witnesses making plausible looking claims could turn out to be complete nutjobs or just fall apart on the stand for some other reason.
