So that's how the Dominion servers were seized without much incident, I guess, or would the activation of that EO have to be expressly mentioned prior to going in?

That's the assets of foreign entities. Those would be ones within the United States or our control generally. It does not mean invading foreign countries. Like how we seized Iranian assets in U.S. banks.

We are already sanctioned, any entity that want to make business with our government has to ask for a permit from the USA Gov if they want to make business in the state, if you dont you are sanctioned and flagged as terrorist simp

This was one of the worst disasters in special forces history and a large part of why Jimmy Carter lost in a landslide. But no, we had the right to do that. We can defend our quasi-territorial embassies. A nation has the right to defend its diplomats. One would just hope it would be done more competently than this disaster.
