Not so much a retcon but they did give him a redesign in a VERY early build of Street Fighter V

This was when they were first using Unreal Engine. They wanted to give everyone a more "realistic" look, and as far as Dictator/Bison goes, they were going to make him into a cyborg

Luckily they scrapped that build entirely, but I wouldn't put it passed current year capcom to pull something like that again and stick with it this time.

I think it's a simple matter of making games PC from the get go for everyone instead of making a game and then custom censoring it for each regional market.

It's probably all written in Shift-JIS. You know how back in the day, if you visited a Japanese website, all the text would appear as a bunch of gibberish or boxes? That's because nothing in the West supported Japan's own Shift-JIS standard without a plugin. All of that's supposed to be resolved by now with the advent of Unicode, but Japan has been notoriously slow on adopting it.

English text written in Shift-JIS has kerning problems because they just don't have a need for variable width fonts.
