This is political theater. Terms expire Monday and both Chambers go into recess until January, which the legislators behind this are obviously well aware of. The only way this sees a vote is if the Democratic governer declares a special session which he obviously won't and the people involved will all throw up their hands and say "well we tried" when they actually didn't. They sat on this and ran down the clock until it was impossible for all practical purposes to have a vote on it that passes both chambers in a matter of hours now they are playing everyone like fiddles.
The legislatures can call their own special session. The executive branch doesn't have sole use of that power.
