What the “fact” “check” shows, then, is the monitor admitting he wasn’t present for much of the time in question, contrary to claims made by the Secretary of State’s office. For whatever it’s worth, the same monitor is the subject of an affidavit from another witness, devoted exclusively to concerns about the monitor’s conduct prior to the late hours on election day, according to a member of the Trump team. The claims include that he was sleeping on the job and staring at his phone.

So from 10:30 PM to 11:52PM and from 12:45AM to 8:30AM there were no election monitors present.

From the video, contemporaneous media reports and sworn affidavits from those present we can conclude:

- The counting room was cleared of poll watchers and reporters with the excuse that there was a burst water pipe that made counting impossible and there was no point in them staying as counting would be delayed until the morning
- Shortly after 11PM, when the last of the poll watchers and the Fox News crew had left, boxes of ballots in wheeled cases were pulled out from underneath a table covered in a black cloth.
- The election workers then proceeded to run those ballots through the tabulation machines for the rest of the night
- These ballots went 90-98% to Biden.
