That's what happens when your only art reference is Oblivion NPCs.
No, even sometimes Oblivion NPCs are somewhat ok, if hilarious in appearance. These people hit the Randomize button so many times that a disfigured fetus is far more visually appealing than their creations.

In a lot of cases, these people are probably self taught and they just went ahead and drew whatever they could as much as they could. After all a very common advice is to draw as much as you can to develop muscle memory and your style, as well as learning from your mistakes in anatomy, proportions or composition.

The thing is that they probably didn't payed attention or didn't knew about proper composition, color theory or geometrical language. That or their firm belief in doing like X artist that they admire is probably enough for them. And with many artist communities now crubing all sort of criticism thinking that giving constructive criticism is bullying, you probabbly have a good enough enviroment for this crap to pop up.

As a self taught artist, this is pretty accurate. Even though I took art classes, they were a MAJOR waste of years in my life because they taught how to imitate other artists rather than useful information like life drawing, colour theory and such.
I'm not sure if these artists have had similar experiences or didn't take art classes at all but their self-taught status is obvious because the anatomy in their drawings show they've not heard of "learn the rules before you break them". That's a very common thing for professional artists to say when teaching people.

When you are self taught, you tend to take any sort of advice anyone throws your way, even if some are not really good (such as "draw as much as you can") you tend to follow them because you lack guidance and so you go with it in hopes of getting better through sheer amount of practise instead of practising with a purpouse. They draw faces and bodies in order to learn how to do it, but it usually doesn't go further than that. They usually focus too much in the shape (even if it's really bad) and detail rather than the whole that conforms the drawing such as color (and the significance of such), composition, expression, proportions...

I've already heard probably one of the most important pieces of advice i've heard in regard to that: "A drawing with good composition, color and proportion is good no matter how you look it. A drawing with bad proportions, colors and composition but lots of detail is just a polished turd." As well, a friend of mine also layed out on me another golden piece of advice that learn anatomy and how the body works before you try to deform it. If you want to pursue cartoony character design or realistic, you have to learn anatomy and proportions first of all.
 
The thing about self taught artists isn't that they're basically unfiltered sponges for any and all info, it's this long standing art community bullshit that "criticism has to be nice and not hurt the artists feelings". Guess what? ANY criticism hurts a person's feelings, no matter how reasonable and sweetly worded it is. Especially so for artists since many of them are emotionally attached to their work.
And it's even more rampant with everyone attaching ideologies to it.
"I think making this character black makes the piece look ugly because their skin clashes with all the other colors"
"SO YOU HATE BLACK PEOPLE?"

So anyways the Winx Club Live-action reboot was realased and...everyone was accusing for whitewashing
deadass didn't even realize that was supposed to be winx club at first glance when i initially saw it on twitter. looks like something CW would do. also where the fuck is techna? i can at least surmise that shorts girl is supposed to be musa (i think, it's been a while), but it looks like they axed techna. though with her short hair they'd probably make her a lesbian or something.
