There was a George Clooney film back in the 1990s called the Peacemaker, dealing with nuclear weapons stolen from a Russian arms train and smuggled into the former Yugoslavia.

Anyway there's a classic line in Nicole Kidman's character says:

"I'm not afraid of the man who wants 10 nuclear weapons, Colonel. I'm terrified of the man who only wants one."

Vice's stance only makes sense as long as you don't take in to account
1) Rouge States (i.e. States ran by people who don't give a shit and will use nukes to get what they want on another State with nukes, like NK is alleged to be)
2) States with piss poor security and/or high corruption. Russia (and IIRC some former SSRs having missing nukes).
3) Realpolitik - if every State is on equal footing, it would most likely upset the balance of power among nations and cause more wars either as a monkey paw effect and/or as nations that were once weak are now on equal footing and have "something to prove" or "our chance to get back at X for fucking us over".
