If he doesn't have explicit authorization from his probation to do this, he may very well already have fucked up royally. And even if he hasn't, I suspect the Las Vegas saga is going to turn out to be a royal fuckup. Either way, he's royally fucked up and has more fuckups in his future.
If he left state without permission - I'm pretty sure all that'd have to happen is for a cop to scan his license plate, see that he has an outstanding warrant out-of-state, and arrest him and have him extradited back to Utah.

Oh, I could believe that. Getting treatment caused him to reject a sweetheart deal. So getting a psych eval would also probably be a sore point with him. He's dumb enough to think they can't touch him if he moves to another state, or at the most, he thinks they won't bother with extraditing him over such a minor charge. With Skordas watching the case, I think they might just bother.

I don't think he left Utah without permission; the consequences of doing so would have been drilled into him by his attorney. And he was talking about a move to Vegas before the sentencing, so I would imagine the subject came up.
He also disarmed himself of his most potent weapon of "you hate the disabled ree", which made the Mormon Massacre even more savage, as he had to bear them telling him he looked like a 40 years old 2/10 at best, without being able to shield himself with his gimp maw. The rational part of me agrees with you about the probation thing. I think it's likely he did it by the book, mostly because he's weirdly lawful about certain things.
He's been super quiet as compared to his time in SLC. I wonder if he's nursing an narcissistic injury from his psych eval where he was told he was a narcissist and since that means he's not perfect, he has to sulk about it for a while.
He tends to go quiet after suffering narc injuries, and he’s got two of them now: the courts dismissing TayTay suit #3 and getting BTFO by based Mormons. I suspect he might have got himself Zucced for sending harassing DMs to one of the Mormons.
Yeah, it's not often he gets his delusions tossed in his face like those guys did. I still laugh at "what are you, 60?" He gets super pissed when told he looks old or that he's not good looking. He does look older than he is, and as has been said, even without the deformity, he'd still be pretty unappealing.
He isn't considering the fact that he's absolutely going to flop in Vegas and have to crawl back to the only place he can actually survive. And there will be a nice warrant waiting for him when he gets back, at least if he doesn't actually have explicit permission, which he might. The longer it goes with nothing coming of it, the more likely he was smart enough to do that.
I think that may be why nothing's happening, even if he didn't get permission. I looked up the distance from Orem UT to Las Vegas NV, and it's over 300 miles. He's in another state now and far away from his victim, so maybe Skordas isn't going to rock the boat right now.
Russ also creeped on Skordas' daughter. That's another good reason for Skordas to want him as far away as possible.
