Okay, so I have taken a look at what information is out there relating to website outages at UCF, and I can't find any that coincide with 23 March 2020. In fact, looking at the
IT Twitter account for UCF there does not seem to be any reports of an outage, but they took the time to respond to complains of VPNs not working correctly. Additionally, I have looked on their websites from closer to the time and no planned outages have been announced. The VPNs not working correctly is noted on the Twitter 7 days later - but I do not think it would take 7 days for such an issue to be brought to the attention of the IT team for the University. It's entirely impossible that this issue is related to the college website going down however, especially if he lived on campus.
However, on the Sportsball Question: These are the rankings from 2018 for all of the teams.

The 4 teams he mentions, Alabama, Georgia, Ohio State and Notre Dame are above UCF. If that is the case, then it would stand to reason that when he is saying "We" in the above Tweet he is referring to UCF. As they are close to those other 4. It therefore stands to reason that he is at, or has in the past attended UCF.
UCF have a health science specific campus with a
radiology degree available. However, you need to search for it via Google to find the link - it does not appear on the main page - maybe it isn't offered any more. Another possibility is he is actually at the
College of Central Florida, but this would maybe throw into doubt the UCF link - unless this smaller institution tends to support them anyway because they're close and from the same state.
If it is the CCF one, it might be possible to work out. First, we would need to know when exactly it was that Gator first mentioned this shit - it's a two year degree so that would provide a timeframe. They also kindly outline how many people apply and graduate - and it isn't that many. They also mention credit-hours, is this common in US Colleges, if not then he also mentions this term in one of his Tweets relating to being on the verge of a Masters. Although I doubt that particular claim.
I think the UCF link is probably the best one to follow, do we know if Gayda is doing radiology specifically or what?
