I'm fairly sure (IANAL) that some people who you want discovery on haven't really done anything that could fall under ciminal law (so it'd be a civil matter, which law enforcement doesn't handle). Not to mention, speaking of said IP addresses - what would you do if some foreign ISP would basically say "sorry, we can't provide that information for you" for either techical or legal reasons?
