According to the JET website, the normal amount of time someone can be in the JET program is a year, but can be extended up to two more times for a year each for three years total. But there are rare instances where someone can actually be appointed another two years, so they can actually be in the program for five years. If Koza's profile is accurate, his skill in Japanese might've made it easier for him to be one of those rare people that gets appointed for five years.
So it's coincidental he left the year that law started getting enforced. Although it seems like Japan might've been the place where he got into it to begin with.
