Nope, not even in the realm of possibility.

At that high of a level chain of command is taken very, very fucking seriously. Like "that's an immediate career ender and guaranteed courts marshal with a prison term" level of serious.

Especially when it comes to taking orders from someone with no actual authority to give them (there's a whole laundry list of additional charges doing that one, even for low level officers in mundane positions).

Even more especially when it comes to the VP specifically to avoid a coup.

Please. The Senate won't confirm? Fine, appoint an acting head indefinitely. It's all bureaucratic nonsense anyway. Obama, being a consummate politician, understood this which is why he could completely overrun the civil service with his place men Trump's greatest flaw was not simply accepting that he was there for one term and using the full power of the Presidency to smash his enemies and to get his agenda passed.
