Actually he didn't technically concede.He didn't even make the statement himself but it came through Dan Scavino.The wording though is very different from an actual concession.He only said 'orderly transfer of power' which is so vague as to mean anything. He also mentions the whole 'this was a stolen election'.Its basically saying 'we cannot win in the Courts and the government has turned against me but we'll keep fighting'.His concession is actually very much a call to arms if you read between the lines. Its only a concession in the broadest sense.But anyone that likes to read between the lines knows what the deal is he's not conceding anything.In fact if you read between the lines what the real deal is 'Pence probably told Trump knock it off or I'll throw you out of the White House as said in the 25th as a legal thing to do'.
Actually its still not an actual concession.He still didn't actually say he accepts the results.He only mentioned the whole 'Congress certified' without saying directly 'I accept' albeit admitting that a new administration will take charge.Its actually about as close to an actual concession without saying it directly.He also still mentions the whole 'election was stolen' bit but in a more nuanced way.If you read between the lines he still appeals to keep the fight going.Its a bit further than previous statements but not a full concession. What happened is probably Pence told him 'to shut up and give a statement condeming the events of yesterday or else'.
