Russia, probably. Look how much they hate Russia and blame Russia for everything that goes wrong. Just self-exile to Siberia. Most Russian or Chinese puppet states in Central Asia are probably decent since they don't care if you criticize the US government. They're safe countries since if you know the local guys in charge and pay them off you do what you want assuming you don't criticize Russia/China.

Latin America might be safe in really rural places i.e. so rural they speak random Indian languages and not Spanish/Portuguese. Africa is definitely safe but it's Africa so there's no security.

Rural parts of red states are still okay since the local sheriffs typically won't enforce dumb gun laws/COVID-19 bullshit/other nonsense.
