One idea I've heard to overcome this is to have a caravan of ~5 trucks and have the one at the front be driven by a human. I don't know much about automated driving but I know Elon Musk is a smart person and he's gonna get around the limitations eventually.
Also, in a civil war scenario (or any war scenario) trains become very important for transportation. This might not be true for modern war, but I know that at one point France and Britain were building many kiometres of new rail everyday on the western front so they could supply their troops.

I think you are on the right track concerning what the final solution will be. Finding a way to put a person with the truck solves the whole problem with unintended events or situations that require creative solutions.
