I think that's the attempt at doing that first-knuckle shading that some anime artists do really well. You know, in fully rendered/shaded/highlighted pieces done by competent artists.
I've seen some particularly bad art picked by tumblr staff to display on the radar section (the thing right next to the posts on your dashboard). So I browsed the staff picks page and picked some art that I can't believe they wanted front and center like that.

The first pic isn't bad, in my opinion. The others, though, look like shit, the last one with the two women reading especially. They feel like racist caricatures, but I can't put my finger on why.
As for guess the character: I'd like to guess Legolas from LOTR?

I agree with the person above, the first pic doesn't look bad at all. I definitely don't see Animamiacs as black, but I don't think it's inheritly bad to draw them like that. And the actual art itself looks pretty good too. It's not the best art piece in the world, but it's not bad either.
Also. I found this Persona artist the other day and their art isn't like.... REALLY bad but... do they really have to put these pride flags everywhere? And make Haru black?

Wrong guess! As for the Animaniacs one, the style makes it look very tumblr-y to me in a way, though I guess it could be worse.

Holy shit, i would have never guessed that was Clotho. The general structure combined with the body hair just make her appear terribly masculine, much like Abby the strongest.
Btw, it's amazing how many people do fanarts of Hades with this strange tinge of SJW crap considering it's all Olympus gods.
