I haven't watched tons of restreams lately, when did he go back to plugging his donations and any speculation as to why? Is it for failure of hitting the tips goal or does is it some need to squeal about Superhound once a day?

Very likely not. I think it's just a case of the mods liking someone. He streams infrequently and when he does it's mostly people just shitting on Phil, and sometimes Phil's mods (straightcash/kinggoken/anonymouse) are in the chat.
