My guess is that the Township of Langley had wanted to pull the trigger on this kind of bylaw for a good long while now (years I'd be willing to bet). But until now, they didn't have something on file that would be able to preempt any sort of costly legal challenge, especially since Jonathan is a well known litigious nut. They probably could've prevailed in such a legal fight, but it would've costed, and they probably didn't want to spend any more money on fatty than they had to.
So they waited until they had something ironclad enough to move on him. And sure enough, he provided them a glorious causus belli on a silver platter. The cost/benefit analysis finally swung in favor of the township invoking restrictions on his usage of public emergency services.
Could they have done this sooner? Sure. But they waited, and their patience has paid off. They could hardly have a better case had Jonathan tried grabbing at the EMT's genitals.
