That doesn't strike me as all that outrageous. Sure, anyone trying to make money off Phil being a dipshit is about as idiotic as Phil himself, but that would also apply to anyone complaining they're not getting the money. It also leaves the videos up. What do they get on this anyway, pennies?
I suggest DailyMotion, the French/European youtube if you will. They have better video codes which results in higher quality videos and they don't give a fuck about copyright, fairuse, DMCA etc. since well they are European and Americans can't force their arse backwards laws on them even though they would love to.
There is this saying, if you can't find it on youtube you will find it on dailymotion.

Machinima are fucking jews but shit at business. Wouldn't be surprised if every day is BYO coffee day at their office. But seriously, a lot of TIHYDP have tens of thousands of views, some hundreds of thousands and can be hours long. I don't know if they have ads in the videos or just pre-rolls but it could be a decent amount of scratch.
As for people making money off Phil, i'm fine with it as long as some production goes into it besides editing. It's sort of what Phil himself does with games but i guess it's all a big gray area.

If this is true his financial situation may be much better than initially estimated. He may basically have ungarnishable lifetime minimum income and healthcare.
Also I doubt he.knows it but he could pretty much just do his show for 3 years under the guise of educational contract and get around 2k a month on top of disability and if he is ever short once s year they will give him 500 to pay bills
if he is ever that poor he can get food stamps too as long as he spends 10hr week on his show.
Depending on his exact situation he could rake in between 2000 and 6000 a month and it will be mostly if not all tax free
I doubt he has figured all this out and I doubt he will until he is homeless talking to a va counciler
