I'm going to say 'maybe'. The problem is two-fold as I see it:

1) online grooming is already poorly understood from a legal standpoint. What exactly is and is not grooming, legally speaking, is hard to determine. It also tends to presume that the groomer would be in a position of social authority over the groomee and also should have the awareness to understand what they are doing is wrong. Basically, a horde of enby teenagers pressuring another teenager to take HRT probably wouldn't count as grooming, as it's happening among peers and because the enbies might be considered unable to fully appreciate their actions (which I think is bullshit but the law disagrees)

2) grooming someone into bodily harm but not death or sexual violation is something that's so rarely brought before the courts that I doubt many jurisdictions have legal precedent for it. You'd have to go looking through religious cult abuse cases.

You could probably make some kind of generalized psychological abuse cases, and the court might award damages to the people so far brainwashed that they lopped their genitals off, but it would be the sort of thing where just about everyone abused by the troon cult could claim damages.

Keep in mind there's not really an organized structure here. An organized stream of thought exists, from the brain-trust at the top to the foot-sloggers on the bottom, but there's no solid hierarchy of command. You'd have to write new laws to go after them all, like the Feds did with RICO to fight the Mafia.
