It sounds like they agreed to do it for free (otherwise, why mention their generosity) with the hopes of getting a grant to pay for it. I'll bet none of them has ever gone through the grant process before. There's a reason why non-profits hire people who have experience writing grant proposals. It's not as easy as simply saying they are troons so please give us some gov't money. It also isn't a swift process. So, they've invested money in their rusted horse trailers and have spent money on gas to run around picking up recyclables with no return on it yet.
