It's worse than that. Rapists don't start out as rapists. They start out as peepers, then they build up to being flashers, then they commit actual assaults. If we treated flashing as a serious crime we'd prevent lots of attacks.
Like for instance Golden State Killer Joseph James DeAngelo. He started off as a peeping tom before moving onto doing burglaries (Visalia Ransacker), then he became a rapist (East Area Rapist), then he started torturing and murdering his victims while taking (Original Night Stalker). Guy took a one way trip down a highway of evil and it's easy to trace the path he took.
