Technically he is not mandated to address Congress in February. The Constitution states that he must address Congress "from time to time", without clearly defining when he should speak.
And to be honest, it is not the right time to make a State of the Union. For one, Biden presents himself as being very concerned about COVID. So he can't have a packed House, which could mean a virtual State of the Union, but that lacks the propaganda punch of the SOTU. Which brings us to the second point, that the SOTU is used to tout the achievements of the administration and their policy goals for the future.
What achievements can they present and what goals can they promote when they just got into power? I think it would be best for there to be no SOTU this year, or even until they reach whatever target they have to declare an end to the pandemic. That way, Joe can state that the pandemic is over and it was his administration that ended it.

With Biden's current track record I really don't see much of the progressive actions turning out fully as progressives wanted. Probs just like a fraction of what they want, like with student debt relief. However, it is interesting to see how much Biden is fast-tracking neocon interests and bending backwards for China.

Biden is in the hands of whomever gives him the most money and favors. It may look like he’s favoring neocons and neolibs right now, but if a progressive paid him enough to enact some of their ideas, he probably would. He has no principles. As seen with the Hunter Biden scandal, he’ll interfere with foreign governments if it gives him the money he wants. Biden is the money above all type and will do anything to get more of it.

Let me be clear - I have no sympathy for the man’s actions. I just think people deserve to end their life in dignity rather than being trotted out as a circus sideshow when they can barely remember their own name. Plus it reminds me of watching people I actually cared for die like this and that’s depressing.
And by “they” I very specifically mean his family who clearly don’t care that he looks like a clown, despite claiming they care about him.

His family didn't put him in a position to run for presidency. The Democratic establishment chose him over say Bernie Sander. The very establishment he helped create and actively participated in for years. Dignity died a long while ago and he deserves everything he gets; even if it means being made into even more of a clown. Anyone who voted for him, are equally responsible; no amount of circling back and coping will change that.
