The way Astel and Ollie are acting is exactly how some friends I've known over the years acted before ending up in a long distance relationship with eachother (with one pair even ending up married). They may deny it with the "she's just a sister" "she's just a bro" talk but if their friendship continues like this they'll start developing something in the backstage.
I don't know how legit it is, but I believe I have read an announcement from Cover around the mid 2020 that said they use to implement a restrictive rule about interaction between Lives and Stars, and that the rule is removed from now on.This makes me curious if there's any contractual stuff in Hololive for relationships with Holostars.

Aster also mention recently that there is no rule stopping the interaction between two branch, but there are many thing to consider on a case by case basis before they can openly interact to each other. He then said that talking to Lives in an specail event or big group is fine, but 1-1 interaction might bother him or them a bit.
Simply put, it's now depend on each individual. FBK, Matsuri, Ollie, and a few other interact with Stars just fine, but for super introvert like Aqua or Pekora, it might never happen just because of their personality.
