Niantic is cracking down on cheaters in pokemon go, apparently. Now, I'm not sure why people are upset at people spoofing their location. It's not like the pokemon spawns and only a few people can catch it. It's not limited. If a Deino appears in NYC, you can have 7 billion people catch it, no problem.
The way that IVs work in that game is that they're set for the pokemon as soon as it spawns, as well as level. When you "encounter" it, (read: click on it) the game then determines if it's shiny for you, so it's not like people spoofing are only catching shinies. There's discord servers out there that share locations of 100IV pokemon, rare spawns, etc. Honestly, it's more fun to play with spoofing.
