He may be making a stupid reference to the fact that Pennsylvania is known as the Commonwealth of Pennsylvania, as in Commonwealth of Pennsylvania v. Leonard F. Shaner, or as it is abbreviated Blue Book style, Com. v. Shaner. However, the United States has 50 states, one of which is Pennsylvania.

It's the sort of technically-correct-but-ultimately-meaningless distinction that an autist would pat himself on the back over.

This is just a theory, but I think Len is rating posts more often as he gets more desperate. He's running out of ideas to get us off his back, so he's resorted to negative ratings. Len doesn't realize that nobody cares about internet points as much as he does.

He wouldn't be the first cow who resorts to rating people when they get mad. It was when you knew you had gotten under @Marjan Šiklić's skin, for example.

It means that for every single positive rating you get (like, informative, feels, etc), you get OVER FORTY negative ones (dumb, deviant, off-topic, etc).

And even then, a huge portion of those positive ratings are "informative" because people are glad that you're telling us more information about yourself that we can use against you later.
