2. Police clearly need guns with more stopping power.
They did that for a while. The 10mm auto got popular among police in the 80s and early 90s but due to the significant increase in tiny female officers that couldn't handle the power, they reverted back to a less powerful round with the .40. Law enforcement officers continued to progress towards skinny and weak and most departments have abandoned the .40 for 9mm due to it having softer recoil. It's not that 9mm is bad, but without a head, spine, or heart shot, it takes a while for someone to die or stop if they don't want to or are fucked up.
