I totally believe they know who's phones were where there in DC because google is constantly assessing their locations to pull in supplemental information for their maps program (even if you've rejected/turned off geolocation services). Weather (mostly IBM) also constantly pulls data off any phones that install weather apps that also includes your GIS ata. There are a ton of other apps that are constantly pulling your location data. But, google has long ago gotten court approval that your GIS data is THEIR data and they can use it, including sell (or give) it to anyone they want.
I think the Nat Guard and requested extension is likely because they're afraid of antifa and they're using QAnon and other shit as cover excuses. If there were a legit risk, it would be the SS or FBI requesting the Nat Guard and extensions, not the city police department. They know that Biden is pissing off the far left and Wash DC knows they can't control them if the Nat Guard goes home.
