Even when I was young, I always thought part of the joke with Pepe Le Pew is that he's too oblivious/stupid to realize the cat is uninterested, much like he doesn't realize she isn't a skunk. Never in my life have I thought the behavior was supposed to be acceptable, much in the same way the imitatable violence in slapstick isn't supposed to be acceptable, either.
Compo from Last Of The Summer Wine would probably be a better character to use for this, but still not a good one. Why would he choose a character that's very obviously not supposed to be imitated? Apart from being retarded that is

You're not entirely wrong, I think the main reason was that Pepe being a skunk, well, stinks. He just doesn't believe it, that's why near the end of episodes it becomes reversed where he gets chased, when the stench is no longer a factor.
