Let's have a look how impactful Rhys actually is in his field since it has come up.
His h and i10 indexes:

The i10 index is the number of papers with at least 10 citations. The h index is explained below:

Now these can be college dependant because some research groups are just more active than others so let's compare to "peers" at CoC:

So both are more prolific in their field that Rhys is.
OK, but these are also field dependant because some fields just don't have as much interest as others. So let's look at some "peers" in the area he originally qualified in, Epistemology:

Ok, that guy is the world leader in the field but that's a good indication of how high those numbers can go. Let's be fair to Rhys though and pick associate professors like Rhys is supposed to be. These are people at about the same career level as Rhys.

Hmm, they're all doing better than Rhys in the field. But hey maybe he'll beat a non-professor track researcher.

Oh. He's not stacking up well against peers here. Erm let's look at his pet studies "trans* studies":

Oh dear Rhys, this cis woman is destroying you (even worse she's from terf Island), better get cancelling and crying more about lived experiences. At least he beats a ciswhite male, not by much but still it's something.

So in summary Rhys is just about postdoctoral (the job you take after you complete your PhD to gain enough experience to land a tenure track professorial position) levels of productive in his own field and is even losing to the cis people in his small pond.
