It's bizarre because it looks like just the microphones are edited in and also because it's so obvious. You'd think whoever is in charge would have caught it. The cynic in me says it's possible they faked a video in an attempt to quell the mounting criticism of him not addressing the press, but this was so bad.

Yeah, people (including me) aren't used to seeing boom mics so they don't intuitively get how big they can be. Microphones are those little things you hold in your hand or see on a YouTuber's desk. They're also used to microphones being in front of someone's face or above them, you don't normally see the subject of a recording walking past them like Biden does here. But it was probably hard for him to hear with HMX-1 there so he wanted to get closer to the reporters.
He's still a demented old fool being carefully stage-managed by his staff and his family, but he has not yet degenerated into bad CGI.
