He's clearly talking about the passage in Suetonius' Lives of the Caesars that describes Tiberius using feeding instinct of infants to satisfy his unnatural lusts. It's the same passage that inspired the 'little fishes' scene in Caligula because that movie is pretty much based on Suetonius. I would quote the passage, but the edition that's on Project Gutenberg leaves that passage in Latin.

It's nothing too controversial in context, since it's thinking about whether Suetonius was full of shit, not thinking about how to trick newborns into giving blowjobs. Then again, you never know with SA admins and moderators.

tho part of me doubts he's being truthful, it wouldn't surprise me too much if true. SA isn't as bad as some other places, but ultimately still very much is an aging crab bucket. not too surprised that the one crab that kept crawling back to it, but kept getting consistently rebuffed from it by the head crabs, would eventually rise up above it. but we'll see if he goes on yet another account spending spree after this message (and prove to be full of shit), or not.

TFR pretty much got cock chopped years ago, when Parkland happened and the admins decided it's ok to let all the nutjobs post bait threads on gun control there and then ban people for using statistics, etc to argue back. The only reason Cyrano fights for it is because that's where he was a mod before they made him an admin.

That being said, should let it close because between the dumpster trucks of bullshit there is good information about firearms and it'd be a public safety action to not let the whack jobs on SA have access to it.
