I’m not a fan of looking down at Latin America and calling it all a shithole, but “mass shootings” are very common south of the border (mexico and central america in particular). The difference is that it’s not schizos or incels but gang terrorism.

Yeah, I think that's what it is. Gang violence. I can't remember the South American country(El Salvador maybe?), but there were two rival gangs going at each other.
