No, it's even dumber still. I've read enough Bob tweets to have a good idea of how he forms his retarded turns of phrase (may God have mercy on my soul).Bob is so fucking exceptional that he thinks it'll start World War II, despite WW II already having happened, so it would be fucking World War III.
But even thinking that, is exceptional AF.
Okay, so most of us, if we were going to emphasize a word with the standard "capital-[first letter] [word]" format, would just do that. In this case, it'd be "capital-I incident," or "incident with a capital I." It's short, simple, and we've all heard it a million times.
Bob initially tries to use the "capital-[letter]" format at first; you can see evidence of this in how he forgot to take out the indefinite article because his betus-addled brain was too busy coming up with a better phrase. He needs to stand out and show the power of his college-educated wordsmithery, and he has to emphasize just how much of an incident shooting a random Asian tourist would be. It's not just an incident, it's an INCIDENT, all-caps. Bob being Bob, he mangles it horribly and comes up with "an 'incident' with a [sic] TWO capital-'I's.'" Oh, and an unnecessary dash and quotation marks too, because why shouldn't he also get the basic grammar wrong too?
To Bob, this should be clear to the reader: since there are two i's in the word, if it has two capital I's, then it must be all-caps and thus VERY IMPORTANT. In reality, to pretty much everyone who doesn't know how Bob thinks, it looks like he's saying "IIncident" or "IncIdent," neither of which make a goddamn lick of sense. This was already demonstrated in this thread alone, so I'm sure none of his Twitter orbiters understand it either.
Bob could literally have just said "depending on which country that's an INCIDENT" and it would have made so much more sense. But as we're all well aware, he's simply unable to stop himself from using a dozen words when one will do. More words means more smarter, right?
