I don't think she's retarded (by that I mean - no intellectual deficit; if not for her crippling autism I think we'd recognize her as a person of average intellect). I won't argue with this. I argued against Cynthia being retarded so having your typical intellectual deficit \ IQ below 70. If not for autism or if someone was helping her with her autism and actually forcing her to learn some adaptive behaviors (because falling for scams is lack of adaptive behaviors) she would be in the 80s in terms of IQ. Whatever she has after that is hers to do as she pleases, and we all know what types of things she wastes it on. So once this gravy train ends, then what? Is she even capable of basic household chores or shopping for necessities? Does she know how to pay the light or internet bills? If there is an emergency, say, a pipe burst or even something so simple as a breaker trip, would she know what the fuck to do? I highly doubt it. So at the very least, if she were allowed to continue living on her own, she would have a state-appointed wrangler and at that point, she would be lucky they don't steal every penny she has.
