This is from the Washington state constitution, and why it isn't already illegal to carry a gun in Seattle. This has also been used in state court to back up WA as a "shall issue" state for concealed carry permits, meaning if you ask the government for a carry permit, they have X amount of days to find a reason to deny you, or they are required by law to issue it to you.
