This is just posturing, the GOP are terminally cucked. In reality if they wanted to enact any laws they would've nuked the filibuster themselves back when they had control of the legislature and executive. But because they don't want to actually exercise power and implement the policies they're elected on they didn't do it. Whether the filibuster is removed depends on whether the two Arizona Sens and Manchin figure they can get away with it and keep their own careers or if they'd be willing to take the shots in exchange for their party in general being permanently installed in power with HR1.
