I wonder if it's also a degree of devolution, though. Newly-minted and ready to leave the nest, she saw the great big world and retreated to the comforting Tumblr ethos of celebrated helplessness, where you never challenge yourself to do anything.
I'm not a social worker, but the ones I see spend a huge chunk of their time filling out official forms and faxing them, possibly more of that than the "talking to clients/making phonecalls to other professionals on behalf of clients." Documentation and filing documentation should be her strong suit; this isn't like finding evidence for a court case, it's just "yes I would like one [1] name change please." Her situation is like getting to the end of a vet tech degree and only then realizing that you're allergic to dogs; something should have come up sooner.
You're right, of course: I forgot that one can never underestimate the abilities of a cow. When all of this crop of failsons and faildaughters' supporting parents start to die off, it'll be interesting to see what happens, especially if it's widespread enough to be a slow wave of elderly orphans.
