I dont know how familiar you are with Ralph's financials and how he convinces the state to tax his "business", but Virginia has the strongest anti fraud civil action law in the United states. Anyone can sue on behalf of the commonwealth if they believe someone has defrauded the State in some way. Like applying for unemployment money, paycheck protection program stuff, tax returns....be a fun thing to lump in.
