My opinion is that it has always meant one thing- that people are able to raise enough firepower in their own communities to resist a tyrannical government (whether domestic or foreign) from easily rolling over them.
The whole muskets-AR-15 comparison is a red herring, and often a sign that people have confused the trees for the forest. 2nd Amendment = Citizens being able to possess enough force to counter a government oppressing them, irregardless of the technology.
Further note- foreign/domestic has no distinction as if a foreign army is able to invade the US, the domestic army likely has already lost, and the war has switched to a guerrilla war dependent on the citizen’s ability to resist.

Our country's first navy were pirates with multi cannon vessels. That would be the equivalent of letting private citizens operate B-52s for the government. Plus, I'm pretty sure we still had privateers during the War of 1812, so it's not like the practice died out immediately after the War of Independence.

There's other private security groups that offer protection against African pirates. There's also a perpetually nearby Marine Expeditionary Unit within 12 hours of the horn of Africa that helps relay special forces units to liberate captured civilian ships.
