Thats exactly what he thinks. Thats why sometimes he says "contributions are low, i dont know why". He doesnt know why they just dont give him his money.

I wonder if another source of financial strife for Bill Phurnell is a possible bad home loan. Thinking back to old streams where he discussed buying cars and furniture and his bad choice of payment plans, I wouldn't doubt if he agreed to an adjustable-rate mortgage. In many cases you'll begin seeing your interest rate on the loan begin rising after 5 to 7 years. So if he purchased in 2014, he's past the five year mark and about to hit the seven year mark. Just a speculation.

Possible, but more likely is that he didn't pay his quarterly federal (or state, apparently) tax payments like his alleged tax guy said to, so now he's got a large lump payment he's looking at again while still on at least one payment plan for previous federal taxes he didn't pay. Thing is, he got literally thousands of dollars a month in debt payments wiped by the bankruptcy, so he has absolutely no excuse for not making the quarterly payments aside from his own breathtaking incompetence.
