I'm not sure why people are surprised. Cell phones are common in county jails and state prisons nationwide. The low paid guards will also smuggle in the phones and chargers or trustee inmates will bring in phones that were dropped off during their work details.

There was video posted to facebook from a riot last year at Ware State Prison (GA). Plenty available in the thread about it.

There's video from the inmates holding a guard hostage in Oklahoma recently. Satisfyingly, there's also video of the police killing the asshole hostage taker.

Nope. Contraband cell phones. They're extremely common, especially in institutions that have lax security or dirty staff - which are also often in places that pay their COs shit wages. They can also get them smuggled in via a crazy fucking plot where they get a friend on the outside to get a job in an approved vendor facility and said friend intercepts the package and puts the contraband in it. Vendor packages don't go through an incredibly detailed inspection (like regular mail does). They can also come in through visiting, but that involves sticking said phone up your ass inconspicuously - although you wouldn't BELIEVE how small some of those phones are. And phones go for a fuckton of money inside, depending on how scarce they are.

ETA: According to the inmate record posted after I wrote this, the year of birth is 1990, which means both times they were called 22 were wrong somehow. Christopher/Christina seems to have been 20 when put in prison for child prostitution. Probably where some of the confusion came from: likely was arrested and jailed at 19, tried and incarcerated at 20.
