This just isn't true.Police always makes reports.
Police avoid doing reports as much as possible and only do them when policy dictates it- which is not all the time (otherwise that's all they would do). There are lots of calls that do not rise to the burden of requiring actual paperwork- including 'check on the welfare' calls that go nowhere, which is presumably what this was. Now, these should certainly generate a dispatch call (which is sometimes turned into a 'police blotter' or activity\incident log) but it might not make it into the sort of records that get released.
I have a very, very hard time believing that Spoony made this incident up wholecloth.
