I think this is true the vast majority of the time, but I have no doubt there are some poor freaks out there who have done this out of sheer desperation. Although how you would identify these people is difficult, because nonces are notoriously untrustworthy.

It isn't that there are "exceptions" to the rule, it is more the fact that the known patterns of different types of sexual offender include people who aren't primarily attracted to children and will try their luck with anything if they feel like they have an opportunity. Such individuals may not feel the need to prey on children if they feel they are sexually fulfilled, but have no qualms in using children to that end if the opportunity arises.

I highly doubt EDP falls into this category because of his repeated behaviours in spite of being caught.
