However we can never forget the weird retardation of actual effectiveness by bureaucrats.Chain of custody is a major issue, yes, and the ego-driven attention whoring these people do is certainly a problem, but there's also other obstacles, laziness, weird approaches or otherwise which law enforcement itself creates. So it's not like law enforcement is sympathetic to pedophilia or sex criminals or that they're just ego-driven against citizen groups, but there's some weird retardation in certain aspects (obviously not with abduction, trafficking or CP). Wherever civilians get involved it's almost as if they feel like their territory is being encroached upon, as if they feel like they're being told they're doing a poor job (and considering the literal thousands of unused rape kits in certain states, well...) However the chain of custody issue cannot ever be overlooked since it's exactly as you stated can happen--and it has happened countless times before.
And again, we also can't overlook how legal code has been deeply impacted--arguably in a sympathetic lean--for decades thanks to legal citations and utilization of materials like Kinsey's Reports.
