Doubt it. With how low the numbers of vaccinations are, and there being no need to leave for 2 weeks just to take your vaccine (no matter how many doses it needs), I do not think that is the reason why.
"Two weeks" is the period of time for the vaccine to be considered fully active, at most you need 2-4 days if the effects hit you bad.

NA (US and Canada) is reported administrate 200+ millions doses and currently open for 16 and up age groups. I doubt the girls would not take this chance to take the vaccine plus a free 2 weeks vacation for them. The number of people who take the vaccine is not as low as you might think base on those “news” outlet. For US alone, we are about to hit the 50% total vaccinate for the population soon. Most other countries outside of EU, and NA are waiting for US to finish their vaccination so they can ship those vaccine as international aid (apparently West Taiwan vaccine is not working).
