I still think in the Daniel Shaver incident it was more the fag in charge of the SWAT team that caused that than it was the actual shooter. A better way to handle a situation like that would have been to have him lay flat on his belly with his hands out, and then had a battle buddy team advance up to him. One guy for searching one guy for security. The search guy should hand his rifle off to another team member before going (this is so the suspect can't grab it). If either one of them spots the guy going for a weapon they yell "not clear." The dude searching then jumps/rolls/whatever the fuck away and the security guy fires. During the search, there should be no more giving instructions to the suspect. If the searcher wants him to spread his legs while he's on top of him, he needs to be forcing him to do so with his knees. If he wants him to put his hands behind his back, he needs to be grabbing his wrists and putting them there. The more you're trying to tell a suspect to do something, rather than just physically forcing them to do it, the more dangerous it is for everyone involved. Another good practice I've done and has been effective is to pull the dude's shirttail up and over their face. It exposes their back which makes the search easier, and if they're planning on doing something, it's naturally going to be harder to do if they can't see what's going on.
